Every sunday around 16-18 CEST (GMT 14, Sao Paulo 11, New York 10, LA 7, Sydney 00) the developers have a meeting where important issues are discussed and where decisions are made. From these meetings minutes are made and sent to the developer mailing list (http://projects.blender.org/mailman/listinfo/bf-committers). Now we also have a wiki page for the meetings, where the agenda for the coming meeting can be drafted, and minutes are kept afterwards.
