The inset tool is activated during a loopcut tool usage. When loopcut is activated (CTRL-R) and a 'reference edge' is chosen, you enter % loopcut mode. In this mode all edges are cut with an equal %.
To activate the non-proportional mode, press the P key at this point. Here is the resulting non-proportional cut preview. This line can be moved up and down as before, but it is a constant distance on all edges from the indicated base side. The base side is indicated by a larger pink vertex on the reference edge(show in the image below with the arrow).
To use the other side of the reference edge as the base of the non-proportional loopcut, press the F key and the distance to cut on all edges is calculated by the other side. (the pink dot will move the the other side as well to indicate this.
The header has also been updated to show the status of the loopcut tool. The header will show each option with it's keystroke in () (for keystroke help)
