Compile error in fried chicken branch, C1083

Not sure what's going on, it's probably some simple fix. All the code is up-to-date, and my libs are updated too. Here's my config file:

Cannot open include file: 'libintl.h'


You are missing the header file for libintl. No idea where this comes from on Windows.
