need a specific joining.
I am aware that the command to join multiple meshes in blender is ctrl + J
what I want to know if it is possible to join multiple meshes and create vertex groups all at one of each mesh and add it to the main output mesh.

its for a Make human Export, I'm running on Linux and when ever I import a make human object it shows up in blender in separate meshes. I am able to get it all in one objects but every single thing is connected and I'd still have to end up making my own vertex groups. which

so you want to join mesh objects, and each former object should become a new vertex group in the merged object. That would be indeed a nice feature, but if there's already a vgroup the object name which is going to be merged, it would use name.001 etc...
