Blender 2.25 - where are the "Publisher" features ?

"If install was successful, ..., a new "P" icon in the top header will be visible, and extra "Publisher" functionality wil be unlocked"
Well, I installed Blender 2.5, downloaded the "key.dat" file and copied it into the blender main directory, loaded the license key,
"Show License key"
says "Individual License registered to: Blender Foundation (info@blender3d.com)"
but there is no "P" icon in at the top of the screen !
I am a blender starter.
So a comment on the user interface, I am using a german Win98SE on an XP2100 system:
The first item in the top menu left to "File" is empty, the yellow immediate help cloud says"Current WIndow type", but the entries of this menu are "empty".
In fact, if I select any of the entries, a new top header menu is displayed, but the icons are mostly as empty as the first item I mentioned.
Well... anything wrong with Win98SE compatiblity on my computer, are there some fonts missing, or just I donīt understand Blender and its workflow ?
you can see it on the publisher icon
it is in the info header, right of the blender icon and "www.blender.nl 225" left of "Ve:0 Fa:0 Ob:0-0 La:0 Mem:0.70M Plane" (depending on the situation, that text will change)

I am VERY sorry, but there is "nothing" between
"www.blender.nl 225" and "Ve:0 Fa:0 Ob:0-0 La:0 Mem:0.70M Plane".
Espcially if I deinstall and reinstall Blender 2.5, I donīt have the option to reload a license key ! What registry entry must I delete to get a new option ?

Download 2.3 and thou shalt scream with joy
random guess from almost nowhere
move .b.blend somewhere else, it could be that blender 2.25 is confused about seeing a newer one there
it may also store a refrence to the key in it, I don't know
Unless you want to do game related stuff, do start with 2.3. Its quite a bit easier to learn!
