I am starting to work on a distributed renderer for blender. The server will be a web server, and the clients will be cronjobs that ask the server for things to render. What I am wondering, is how do I set the file output, type, and turn file extentions on?

Well, you have to set the output filename to projectname-, set the file type to PNG, and turn file extentions on before you render, but I think I may have somthing here. Take a look.
