I was unable to find this in the search area... But is there a way two import an already drawn image to animate the image....
example : i have an image of a file i drew on paper and want to know if i could scan the image and import into blender to animate.
Blender can import a texture for use as a backdrop. Blender can import images for use as textures. It can even import a set of images for use as an animated texture. That Blender, it's just amazing!
The reason your search didn't turn up anything is because you are searching the developer's forum. For lots of user advice and docs, start here:

Many of you want to import an image into blender 2.63.
Go to the UV/image Editor, click Image--open Image or Alt-O.
Go to the file where your images are located. Click on open image.
and your image should load.
Hope this was helpful!
