Does anyone know of a good ( free ) tool to convert a high-res polygon model into a lo-res one ???

Maybe Blender can do it, but I don't know how

Blender can do this, its called the decimator, press F9 and a slider will be in the top middle. It will have the num of faces (a quad is counted as 2)
