I came looking for assistance with an installation problem (Blender refuses to run properly for me), but I am having trouble deciding which forum to post to. For the time being my 'bug report' is in "Interface & Tools," but it would be really great if you added a "Bug Reports" forum.

Just FYI, dropping resolution down to 800x600 seems to fix this problem on a Windows 98 SE machine w/ GeForce2 MX/MX 400 (as indicated in the video troubleshooting guide outlined via the BugTracker link you suggested).
