That looks like a video that was encoded at a low bitrate.

I have tried changing the bitrate to 60 frames / sec and it is still like that
Any ideas? or does anyone know of any tutorials I could follow?
Thanks

I expect it would be. Frame rate refers to the number of times an image is drawn on the screen. Bit rate refers to how much information is in each frame. (yeah, I'm simplifying) Low bit rate yields fuzzy, blocky images.
Note that the same set of frames can be encoded at different bit rates; usually depending on the end application. DVD video is close to 10 Mbits/sec, while web video is much less.

Thanks for clarifying that. I will look at changing the bit rate.
