I have made an animation but when I render it and try to play it as a video it is choppy and some times id will not appear at all. When I lower the cam’s resolution percentage the video is not as high quality but it runs smoother how could I get the res high but also smooth video?

Sounds like a problem with your video player, not with Blender.
