Hi,
About a week ago I submitted a new Dutch Blender community. It isn't placed yet (that,s not the problem). If it's not placed at all, do i receive a notification of it?

Maybe just a slow update. Lots of busyness right now with Mango, Google Summer of Code and the coming release of 2.64. I would expect that you get some feedback.
You could always send mail again, in case it got eaten somewhere.
