I cant move an object to different layers and i dont know how to undo it.

I press 'M', the menu comes up. but when i try to go and press ( example) layer 8. nothing happens. its darken and it wont allow me to send an object to different layers. help please?

Maybe reseting layers will help? Is it happening only with 1 blender file, or every blender file?
