how do I install and access the precompiled python dlls for windows version of Blender?
I have Blender 2.3.
My apologies if this has been answered somewhere. I have two books and I did a search on Google and this whole forum.

Ok, this is simple -- Store the plugins somewhere familiar on you hard drive.
Then in Blender >> Add Material >> Add texture, select plugin.
this will open up the plugin panel, hit "Load Plugin" and browse to the location of the .dll you want to use, right click on it to select it, then press the middle mouse button to confirm -- Thats it.

You're mentionning Python and DLLs, so your question is a bit confusing. Are you talking about installing the Python libraries or about installing precompiled Texture or Sequence plugins for Blender? The Texture and Sequence plugins have nothing to do with Python (One texture plugin does, but it's the exception).
