Seeking tips: wish to use UV tex to alter mesh data.

I am beginning research and theorizing towards a script which would alter the mesh data of an object to represent the imaginary mesh simulated by the addition of a UV normal map. Basically, it would be the evil twin of a Normal map bake. Any tips, thoughts or suggestions as to non-API resources or related scripts I could cannibalize (particularly where I might find the Normal map baking code in any C or in Python) would be greatly appreciated. The first video on this page was my inspiration. See the section from 01:10 to 02:00.

I will be developing this script in blender 2.49b since that version has the only complete API that I could find. I will be counting on forwards compatibility to get this into my 2.6.2 install. (crossed fingers) I am running on Win XP Pro SP3 and wearing underwear. . . if that makes a difference.
