Could it be that the link for the Win32 RC (
blender-2.67-RC-windows32.zip) in the page hosting the all new "
Release Candidate 2.67" is pointing to the present official stable release of 2.66a instead?
When I open the downloaded/unzipped file it opens what looks like the 2.66a release instead. The splash screen is exactly the same. I was looking forward to try out the new Paint Sys Refactoring, but when I switch from Object Mode to Texture Paint, it all looks the same.
Am I missing something?

What is the R number below the 2.66 compared the the R number of the actual 2.66 release?
The version number on the spash screen will not change untill the actual release of 2.67.

I suspected you would say that
Unfortunately I'm at work and can't check that number now.
I'll get back to this in the evening. Unless someone else can verify it first.

Thank you Tehrasha
That's what I got too. I guess I thought the changes would be more obvious to find.
I'm looking into that now.
