GPS Map Projection

I have been studying GPS Map Projection. I found Blender is a good software to turn the sphere into UV mapping. Still I didn't figure out how I can turn the sphere tilted with any angle into UV mapping.

Can we make the sphere image such as the Earth UV mapping?

I watched YouTube videos in which the Earth is edited from World map.

I try to find the map in which any country is the center. I hope to find the way with Blender.

Could you help me find it?
