There should be a link on the main page to access the mailing lists, telling how to subscribe, and giving access to the archives. The only way I found was to type www.blender.org/mailman/listinfo/bf-docboard for the documentation list.

Yes I agree... we're still working on how to get it all communicated in the right way. The situation is also temporal, we plan to move to a sourceforge system. But it all seems to take much longer than expected. I'll add something to the front page.
