Can this be done in Blender?

Hi everyone. I have a project that I will begin working on shortly and was wondering if it is possible in Blender to do the following:

I need to take some video footage (for example, a person drinking a cup of coffee from a plain white mug) and need to create a 3D surface to replace the surface on video (for example, an animated 3D face on the mug). I need to be able to track the movement of the video in 3D so that the 3D surface appears to be part of the actual object, thus moving with it.

Can this be done in Blender? Are there any other tools that I will need to accomplish this?

i believe so, using Icarus or any camera tracking program u have...but Icarus may be hard to find...do some research, it's out there...
