I'm looking for a good (possibly cheap?) tool to allow me to:
:arrow: define multiple projects for development (software/hardware)
:arrow: define the project phases
:arrow: define and commit resources
:arrow: define detailed plans (like sequence of database migrations per server)
:arrow: link to other doc's by hyperlinking
:arrow: report on ongoing projects and timings based on 'views of interest' -> development point of view, QA, Release management, Content management, ...

I know that MSProject is a planning tool but I hate its inflexibility so I need something else. Can anyone help? Any link or feedback is highly appreciated.

I'm sorry to say but On the Frontpage 2002 CD there is a web server app that is quite flexible. I can't remember for the life of me what it's called
You need Frontpage extensions though. I know Frontpage/ASP Sux but It's quite usefull in this area, Give it a go. It's got callender related tools and you set deadlines and User management, project management.

:? Company policy prevents me from using Frontpage (Corporate Lotus Notes Environment). IP (Intelligent Planner) might be a worthwhile option but as rather expensive and needs tailoring. I wonder if someone has developed a tool similar to what I want ... maybe in Access/Filemaker/ ... I would appreciate any insights and links to this matter.
