materials and textures

hello I have a questions for any programers out there,
would it be possible to compile just the materials&Texture functions from the blender source to use seperatly from blender to create your own material and texture library? I am not a programer but it seams to me if the material and texture functions could be removed(as in made to be a stand alone app) it would make a great tool on its own, it would a be really nice tool if the renderer could be detached as well, to preview final rendered material/texture results. Again I have to stress that I am not a programer so I do not know if this is even a posability.

This isn't made fron the Blender source code itself, but you may be interested to see what wavk is doing with his standalone material editor:
