I think that you don`t need it to make a good character animation. blender 2.40 has improved animation system, so you can do really interesting animations, without any special toolkits. just start animating :)

I think there is a bug in view rendering, when camera is tracked to an object.
look at this

result of rendering is different from the view in 3D View, and also after rendering, view in 3D View changes ( to match the result in render window).

Feature request:
I think that the left panel in NLA editor ( with names of objects ) should be scalable somehow ( manual or automatic - to objects names) . Now, it takes quite large part of screen.

nemyax, I mentioned only those features which lack I felt while animating (ohh my english, sorry :)). I was using 3ds max before, maybe this is a reason.
A fully-featured one would be better of course.
