Help: need info how to compile Blender with FFMpeg (MingW)

As in title! Please, can somebody write up an exact step-by step procedure on how to set up everything that's needed to succesfully compile Blender/FFMpeg with mingw on windows - i.e. where to get proper sources, libs, etc.? ---------------------------------------------------------------------------...

maybe try to look if you have libGL.so and libGLU.so (not so.1.whatever) in /usr/lib/. if not, simlink to them. don't know for mepis, but this may work if it's debian spinoff.

some optimization flags, replace release flags in SConstruct. treat them as python list i.e.( ['-O3', '-ffast-math'] ) ... etc.

why not report the speedup when youre done.

why? - i'd like to set up one box with all neccessities that could compile for two platforms - a custom build with different script bundle, maybe patched, with cpu-type specific optimizations, a startup configuration etc. tailored to a certain project. completely earthly reasons.
