It requires Microsoft.VC80.CRT.manifest(I got this from zupermonkey's build:Blender, Orange branch / Win32 (2006/01/08). But unfortunately, that binary has been gone...). At least It works fine with this on my XP. :D

i am sure it will be released in ntsc, if only because of the USA blender users. May be you want to disable the "sync" option in the "Anim/Playback" buttons panel :) Then ALT-A won't skip frames.
