Hello I'm not a programmer, bur here's my answer anyway! You seems a bit confused, I guess... Blender is a 3D package ( modeling, animation...) with a "game/interactivity" engine "inside". So you can make your models and make a game with Blender And you can interact with the game engine with Python...
