Get rid of the Bone you called Floor. Use a Plane as the Floor and set it as the target for your Floor Constraints.

In F7 turn "Axis" on. When you rotate in Object mode you'll see the axis follow the rotation relative to Global Space. When you rotate in Edit Mode the Mesh rotates relative to the (Local Space) axis (and Object Center).
