one tip though - you should run INSTALL project in VisualStudio to copy all necessary files.

I did just that on the fresh copy of svn and all goes well

I wonder if it is possible to call the blender api methods from an external editor, perhaps adding reference to blender via comtypes. if you track dev mailing list bf-commiters then you might notice recent transition to python 3.2 - quite bumpy for some devs, and which is source of your bug. the transition is really fresh - so even with python 3.2 the errors are expected not to mention python 2.6 either you drop for now python 2.6...
