yes, enable rgba in the render buttons and choose to render to png

.... if you want the shadow to show up on transparent then you need to use a "shadow only" material

yes, it is your graphics card. It is not a blender bug

in whatever ati's graphics option tool is now [or you have installed], play with the texture quality setting [turn it up, higher quality, lower performance]

it sounds like you're running at 16 bits per pixel [65 thousand colors?]... try opening your image in some application like the paint shop pro and converting it to 16 bit color before importing it into your app...
[then save as a bitmap or png, if you save as a jpeg it will be 24 bits again]
