Proposal: more ways to use mouse for numeric value adj.

I think in many places it is hard to adjust numeric "button" or slider values with mouse, usually numbers adjust too much up or down, like lamp shadow end range, small mouse movement adjust it by 10 or more. (I'm really sorry if this is already implemented.. I have missed that then.. ;)) My proposal...

What about other free c/c++ compiler(s)?? DigitalMars seems to be uptodate and compiles quite fast (or so they say..) I would like to poke around the blender's code but Cygwin & VC are out of the question.. :cry:
