sadly only debian have this -dev thing

for debian the lib is called libdts_pic.so or something. Anyway I linked against libdts.so
maybe build dts-dev and ln libdts_pic to libdts.so?

if it's opengl, yes.

Maybe your make.conf have some weird flag.
Try dowloading the official build from b.org
If you builded your system with wrong flags, it can't be helped...

here is mine, I have a P4:
