Even a cheap-ass nVidia card will be much, much better than what you are using.
...exactly. Even an nvidia GF 2 MX400 (32MB version) works VERY well and won't cost you much :) I know 'cause I use one.

I'd like to recommend PC's since I'm not too fond of Macs =). The reason for this has been the enormous cost and low power of Mac (talking 3D & CAD here) + the very conservative attitude towards development. However, I have absolutely no experience in the new G5 series so don't take me too seriously...

There is no ratio setting that I know of. The only way is probably to scale the object in object mode to the desired settings and then edit it in edit mode, so that everything matches. A calculator is of use here :).
