I don't know what you talk about, it doesn't behave like that for me, as you mention ...

here it goes out from the 3D cursor as it should, and if you want you can extrude a bone with E-key from the tip of a bone....(adding new bone)

when the animation-refactoring will get its overhaul, (hopefully very soon!) we will probably see some work for armatures that will be a very good tool :)

edit:
now added to bugtracker, + another thing, when using Blender for the first time and if you don't have a .B.blend , the preference window is slight dragged down couple of pixels, seems as a flaw to me, haven't seen it in old releases though. :roll:

I know the developers are looking for a new way of mirror a mesh. but currently they iron out the bugs for a update-release.

About the topology tool, I don't even know what it is,
if you could explain it further.

the interface has customable themes, to change to what ever colour you want... :)
