When I first discovered border render, I assumed that it would rerender the selected section of the image, over the top of the old render. This was my expectation too. You don't need to. Just select one vertice to start with and then 'draw' your line by holding CTRL and clicking LMB along your curve.

Wow! Marble Clay is still in development? Nice to see because it had some really nice modelling features. Regrettably the version I've had a couple of years ago was unstable like hell.

1. Where can I choose the video codec?

This should IMO also be assigned to the numpad "*" (together with ALT, CTRL or SHIFT) because this is where I'd look for alternative/additional alignments of the view.
