Blender 2.36 wouldn't find your 2.2 python install anyway. The interpreter was running embedded most likely.

Jython is java bindings for python. If blender were implemented in java jython would be perfect. However we used the C API in python to integrate python into blender.

dxguid.lib is a directX library supplied with the VC IDE. It should be in the root/VC7/libs directory in a full install. You might be missing these.

If your using windows the error will appear in the other DOS window, Unix and it' will appear in the terminal output (only if you run blender as ./blender from the terminal).
I would check over at elysiun.com as there are many script writers there.

The 2 APIs are completely different and there isn't any plans as of now to integrate them as a single api. They are both maintained by different peeps. python generates math apart from the transformation code. If there is a prob with the tranform code it's going to be separate from python.

Blender is linked to python 2.3 currently and it would be the 'best' if your were using python 2.3.
