Sounds to me like you either don't have python installed or you haven't set your pythonpath correctly. I'd check the python forum at elysiun.com they should have a sticky regarding python paths.

You should take a look at the BGL.Buffer class. Basically this class is a C buffer that you can access. I think if you get cleaver you could try to access pixel data with it.
I really don't have the experience try to do this though. There may be someone that has been successful at elsyiun.

Python runs embedded in blender and sometimes has trouble picking up on installed packages. Setting a correct python path should solve the prob - don't know...

Blender should exit from a script once an error has occured automatically. You should not need to call anything.

I haven't looked at it much but the functions pack() unpack() that are part of the python struct module should allow you to pack data big/little endian.

Hmm... Don't know. The python API for modelling and the GameEngine API are different and i don't know if this ability is included in the gameengine API.

I'm not sure, however, the vertex list should contain indices of vertices to add to a group. The list that is printed in your example has the same vertex being added multiple times to the same vertex group.
