There have been some internal changes to Blender and the BPy API between 2.66 and the latest 2.67. BMesh comes to mind. If you are going to use an old version of Blender, likely you will need add-ons that are compatible with that version. Input from someone who actually knows the details is welcome.

You need to decide if your goal is to create an application or to create a GUI library. If the end result is an application, you are much better off using an existing toolkit. As long as you have enough RAM to keep from swapping (which is horribly slow) or running out, you should be good. Fluid sims are computationally expensive.
