Since the command associated with CTRL-N is called “make normals consistent”, I would suggest searching through the source for that phrase as a starting point.

Moving the view around is done with MMB (rotate) and shift-MMB (translate), also mousewheel (zoom in/out)

You can lock transformations for an object in the Properties shelf (use N to toggle its visibility at the right side of the 3D view). See those padlocks next to the values in the upper part?

Do you see the word “World” with a black rectangle next to it, near the top of the World properties? If the triangle is horizontal, click on it to expand the panel that contains those settings.

Oh, and you should upgrade to 2.63.
