Hi,

The problem is not during compilation, but at link time!
At link time, files are needed that are not needed during compilation.
Have you checked out the lib\windows directory like Blendix said? That directory contains all necessary files you need.

Hi,

precompiled binaries of Blender are linked against Python 2.2.x. So, you need to install Python 2.2 to run scripts. Another option would be to recompile Blender yourself, because then it will link against Python 2.3.
