Yes!
I have Windows XP sp1 Polish ver
AMD Athlon XP 2000 +
Saphire Radeon 9000 64MB DDR TV Out
Segate Baracuda 5
512 MB Ram DDR 333Mhz

And when i try to open .blend files my screen is black or my mouse, and keyboard dead.

HELP! New blender is cool, but i can't open .blend files...

I've the same problem as well in xp & could not solve it. Another problem I had was initially when starting 2.28, the loading was slow & the interface were fuzzy & not clear. It turns out it has something to do with the display card setting. I removed the anti-aliasing option & this solves the interface problem.

I get the same message and ignore it. Others have posted that a proper install of python will fix it though.

I have python (2.21?) installed on windows 98 and I don't get the message.

I haven't seen it cause problems.

can you start blender and open files from there?
It kinda sounds like your system crashes, but I don't see why it would do other than look bad or become slow.

I've been getting it to but mine doesn't fail, sounds like a missing library
in python.. Or something that blender expects from python..

But blender still works..

That would probably mean that to get full python support you
would have to install python and set the Python path in your environment
variables..

Python uses the path to find libraries, and its probably trying to import
this library but its not finding it, and complaining.. But it works, just as
some have said..
