Preserve vertex normals

In the Developer Release Notes of 5/12/13, there was a mention under candidate targets of a preserve vertex normals option. I was wondering if that ever made it in to a release? If not, has the idea been abandoned?

No and no, the dev team would accept a patch but only if normal preserving worked well.together with modifier stack etc. Afaik no one works on such a patch currently.
I'm sitting, waiting, wishing, building Blender in superstition...
