OpenGL Shading Language

Hi. I'm new to OpenGL Shading Language, so I have some questions of vital interest.

I know a driver needs to support GL_ARB_shading_language_100, GL_ARB_fragment_shader and GL_ARB_vertex_shader to be fully GLSL compatible. Is it true? Are this extensions correctly spelled?

And what is GL_FRAGMENT_PROGRAM_ARB and how it is related to previously mentioned extensions?

Thank you. I know all of this is not specific to Blender, but I know the goal of this forum is event to promote 3D tecnology in general, so I think it is the right place to ask.
