i was just looking all over for the same b-con thingy!
there seems to be a lot of activity in the armatures area and i wanted to get an idea of when the new blender will be released - should i bother studying the old armatures system or wait a short period for the new release? or will the new release be very far away? IK Solvers in particular are driving me nuts and i heard there was a new way of doing it.

Next release is planned for sometime around October,

but that is very preliminary timeline. I've suggested a few days ago that we migrate the UI code ahead of time to make merges with Tuhopuu easier, so that might happen in advance of the render pipeline and some of the animation system recode.Proposal: next official release will be 2.40, targeted somewhere in
October (?).
We can bump up two intermediate release codes:
Done now: depgraph, armature/pose recode, modifier system recode
2.38: rvk/action/nla system, action/nla editors recode, etc.
render pipeline changes (to be announced!)
2.39: Tuhopuu UI migration (?)
Final testing, testing builds

The armature system has changed a lot lately, but to get an idea of where we go, grab a CVS build from the test build forum. Those builds have sometimes some bugs, but are generally perfectly usable and compatible with next release.
