Interactive characters

I am currently studying blender and unity-3D. My aim is to be able to create models that are interactive, but not like in a game. Basically the characters will be on a website, say for example a clock. The user should be able to flip it hover over it and see the engine, then hover over each engine part with some text displayed to describe every part. The model should rotate 360 in any direction. Almost as if the user were holding it in ones hands. But its default state would be static, until the user interacts with it.

What would the high level workflow for such an activity look like?
