Armature bug in 2.56a?

I am trying the "rigging and skinning exercise in "The Essential Blender" (R. Hess ed.) in 2.56a. At one point you are to create a "toe" bone from the "leg.control" bone (which has just been un-parented) BUT the toe bone keeps coming out of the other end NOT the root, no matter what I try.

I opened the the same file under 2.49 and it works like it's supposed to.

Is this a bug or does 2.56 do something "different"? :?
