How to assign 4th mouse button powers of shift key

New to blender, and like it so far. I've looked through this forum but have not found an answer to my question. I have a 5 button mouse, and want to give one of the extra buttons the powers of the shift key for easy paning and other reasons. I keep trying to do this in User Preferences, but nothing seems to happen when I click the 4th mouse button to assign it the "pan view" function. I even save it in the User Preferences. The pressing of the 4th mouse button is acknowledged(it says "4th mouse button" in "pan view" besides the other two slots which mention "shift" and "middle button" which are unchanged), but this does nothing. It's a little confusing too, with 3 different spots for "pan view". I go back to 3d view and only the 2 main buttons and scroll wheel work right, while button 4 and 5 do nothing. The "mouse" is a Logictech Trackball.

Outside of Blender, the extra mouse buttons mostly don't work(I seldom need them to) except in Firefox where they are used to go back and forth between pages. My OS is Linux and I don't know how to program in Python. Should I change the 4th button within Blender, or do it within Linux, so it applies to all programs?

Thanks.
