Help making a plugin?

Hey guys, what's up. For the past months I've been trying to convert a .OBJ converter using c# and I've failed, So I decided that maybe I could just use blender instead and make it import the games file format. The games file format is .RBXM It's just a simply XML file with the bricks, coordinates, color, bricktype, position. If requested I'll post a sample .XML however, could anyone point me in the right direction?
