Fail to build blender with cmake and vs2010

I was trying to build blender with cmake and vs2010 according to the instruction here ... dows/cmake
And I wanted to run blender in the ide after setting the blender as the startup project and clikcking run. After all built up, the blender.exe just got an error in its console like this:

Fatal Python error: Py_Initialize: unable to load the file system codec
ImportError: No module named 'encodings'

Can anyone tell me how to get rid of it and run blender in vs2010?
