Calling External DLLs (again, but new questions)

Hello:

I've read there's a ctype module for
using DLLs on Python Scripts (i'm
fighting with it now).

I've three questions:

#1: I've read (i don't remember where,
maybe NaN intranet docs) Blender has
a C API. If it's true, is there any doc
with it specification?. Can it be used
to call external DLLs?

#2: I want to know if anybody has develop
a game in Blender using gettext (for
internationalization support) and
librsvg (for internationalization image
support). This question is because
i want to help on a game (The 7th
Guest III FanGame) that it's thinking
using realtime (the want to use
DirectX !!!!). The main problem
are this two first questions.

#3: Is there another way to
import DLLs?

Blender has support for texture and sequence plugins, yes, but it doesn't have any kind of an external C API. On some OS's I believe you can link agaisnt the Blender executable and use it's internal C functions, so that might be what your thinking about.
