So I decided to try Blender in Windows Vista 32 bit and all I can say is WHAT THE EFF.
Low polygon modeling is fine, but damn it seems the moment you go above 60,000 faces it just slows down to unworkable. And this is a machine with 2.6ghz Dual core, 9600GT, 4GB of Ram so it shouldn't be THAT bad. I tried basic things like disabling Aero, running in XP compatibility mode, Disabling visual themes, etc. etc. and none of them had any noticeable effect on performance.
Is there some secret to getting this to run reliably on Vista so you can work with hi poly models or is Vista just a POS that should be avoided when it comes to blender?

Rendering speed depends on your CPU. Modeling speed depends on your graphics adaptor. For Blender, that means how well the card and driver do OpenGL.
Things that usually help:
Turn off compositing window managers & desktop effects which you have already done
Update video driver from the manufacturer's site
