Water

How do I make a plane ripple and move around like water? I don't mean fluid simulations or anything that will make render time very slow, I mean a cheap trick that makes it look like water.

The water (the plane) is not interacted with and is just something that a character looks out at.

This is what I currently have for the visuals. (not including land or objects)

-plane (for water)
-two mesh spheres (sky and moon)
